But I'm not talking about the whole PC being brough down - just a COM: port being rendered inaccessible.

Everything else on the PC works fine - including other COM ports - but you get errors like, "another application is using this port".

So something gets out-of-step at the software level that can only be cleared by restarting the PC
(or, perhaps, logging out and back in again).

Presumably, the application crashes without properly closing the port?

It's not clear whether this is the situation Charles has, or if it is a complete system lock-up - or a bit of both...

The point being that it's a dodgy-application issue, rather than a dodgy-hardware issue (altogh the dodginess of the application may be provoked by the dodgy hardware).
