simply lowest cost. The nearest alternative is to use a solid state relay and then one up on that would be a single phase thyristor stack or bridge but cost and size dictate.
The already mentioned 16Amp relays work satisfactory so long as the relay can be simply unplugged(relay pcb base) and replaced with new which is deemed acceptable maintenance for the long term.
