As many members have suggested, TinyCAD, KiCAD, Eagle, ExpressPCB, even LTSpice-SwitcherCAD - all are basically schematics capture program (and free to great extent). It boils down to how big your schematics will be (in terms of number of components involved), and what would be likely components. For instance, if you are bothered about drawing opamp or discrete components based schematics, then LTSpice-SwitcherCAD would do the job nicely for you. Publishing is secondary. You can even do a "print screen" and can publish the same in a website. Is converting to JPEG is the problem you are encountering? As Andy has suggested, try out PNG or TIFF.
