True to what?

This will have your LED operating at 10% power for 2s (wave 1), then 20% power for 2s (wave 2), etc.

So you should see the LED intensity increasing in steps, with each step lasting 2s.

If that's what you want, then I suppose that the "logic" must be "true"; if not, then it isn't!
