Not only unsafe, but also unnecessary, I think.

The general principles of driving an LED and controlling its brightness by duty cycle (PWM) are the same whether it's an individual LED or part of an array such as a 7-segment display.

Common-anode or common-cathode is also irrelevant as far as the technique is concerned.
