(For many years the TL072A, which is a selected version of TL072, wasn't available for private persons, for instance, unless you were willing to pay an astronomically high price.) And if datasheet tells, that there's a typical offset voltage, then you must expect that most of the parts from a batch show an offset voltage being near the typical value.
