Not at all! In former times, for many people it was the only option to buy standard parts and select them by hands to get narrow tolerated parts. (For many years the TL072A, which is a selected version of TL072, wasn't available for private persons, for instance, unless you were willing to pay an astronomically high price.) And if datasheet tells, that there's a typical offset voltage, then you must expect that most of the parts from a batch show an offset voltage being near the typical value. Otherwise the specification of a typical value makes no sense at all.
