I think a distinction is necessary between something that just provides a communication link, and something that actually performs the programming operation.
I think that the term "Programmer" does, to most people, mean a piece of equipment that actually does the programming - such as a "HVPP" unit - rather than just a comms link? (although it's not always clear whether "programmer" is intended as a piece of equipment, or a person) David Prentice said:
