Why do you believe this to be a film capacitor?

It looks like a standard SIL resistor. Normally with many resistors of same value and having one side tied to a common pin. In some situations with two pins/resistor. In some situations having all resistors in series with multi-tap between the resistors.

By the way - why wouldn't people know about pull-up resistors here?
