I am surprised that you conclude that the part you got is a film capacitor. I suppose that it is possible that it is a film capacitor but it is unlikely to be. There is a much much greater possibility that the part is a resistor network. These things consist of multiple resistors screened onto a small narrow ceramic substrate. Leads are then attached followed by dipping the whole thing into a coating that is baked onto the part to harden it.

There are various ways that resistors are configured within these packages. Three of the most common are illustrated in the following data sheet.

Oh yeah:
Potentiometer -- It can be used as a resistor but seems like an excessive overkill just due to physical size. Resistors for use as pullups are available in a huge range of sizes from the smallest 0201 and 0402 surface mount types up to and including half and quarter watt axial lead through hole types. I suggest you take a look at the resistor selections in an online catalog such as at http://www.mouser.com and get familiar with the many types available before your next resistor shopping trip.
