I'm pretty sure that something SPI-like will be cheaper and easier to implement than I2C. You will only need an MCU and some simple software. You can even mix old and new i/o boards and autodetect which is which. No need to administrate addresses on the bus either with your current backplane containing all the CS lines.

Whether the AT89S8253 is a good choice I do not know, I've never used one, but it is often complained about here.
