You started by saying you wanted this for a "development kit"; now you're talking about installed systems.
So, is this just for "development" use, or is it for maintenance/repair of existing, installed systems? If it is for maintenance/repair of existing installed systems then, surely, the 40 pin DIP doesn't need to constrain your processor choice? You could easily have a little "adaptor" board that plugs into the 40-pin DIL socket... [edit] Since I wrote the above, KONSTANTINOS L.
