No, because that wouldn't be an (E)EPROM. One of the main properties of an (E)EPROM is that you can't simply write a value - you have to follow the programming procedure that is described in the datasheet. If an (E)EPROM was simple to write to, there would be a high chance of having its contents corrupted during operation.
