I had prepared another response but it seems that it got swallowed up by the net/web.

Anyway.... Your MCU data sheet says that the I2C peripheral does not support repeated start sequences.

The 'LC16 however uses repeated start sequence as part of its means to set the address for where to start reading on a random read. How do you deal with that?

It is not at all clear from the 'LC16 data sheet that the part supports address setting by sending a Slave Address with WR followed by Word Address followed by a Stop sequence. I guess you just have to try it out.
