Not all "new from the manufacturer" parts are perfect, as they like to skip the outgoing inspection. If you don't have thorough incoming inspection, you get what you deserve.
I have never used "incoming inspection" and evidently 'deserved' total success. Yes, there has been the odd part here and there (never a batch), but so rare that I do not consider it a problem.

I doubt the "nationally well known" dsitibutors would knowingly do what you describe, and have NEVER experienced any such, but if your 'distributor' is "Joes direct from China" you are on your own.

Could it be that they consider you such a PItA that they knowingly do what you claim?
