I'm not following what you're saying ... could you be more specific?

I would guess that those actually running their development environment on the Target are in a minority - probably a very small minority.

It is prefectly feasible (and, I think, common) to follow the traditional "cross-development" route - and keep the target lean-and-mean and free of the additional encumbrances required only to host a development environment.

The key, of course, is that the development/evaluation board can be used as the actual develpment environment, thereby taking the PC-based cross-development tools out of the loop. The obvious advantage is that one need merely utilize the MCU on a target board designed with those "additional encumbrances" removable. Unfortunately, since firmware developers don't mind at all increasing the cost of the target environment in order to make their work easier and more convenient, I'd guess they'll want to incorporate any feature at all that will make their work quicker and less painful. After all, hired guns want to "get in, get done, get paid, and get out," and most developers these days, whether they're W2 employees or temp's, are in that position.
