I think, the main reason is, that companies in these countries have a long tradition in using the 8255. They make changes of their process control every couple of months and they are tempted to take the same old stuff over and over again. Not because they are stupid, but because they have no time for bigger innovations. A total new design could make them run into disaster if they had a loss of production caused by a design mistake.
