Not so fast. I had many trouble in my carreer caused by regulators, that didn't work properly!

Although the regulators are specified to output the 5V in a tolerance band of +-5%, and for the LM78M05 even in a +-4% band, it's very unlikely to find a regulator outputting such a drastic undervoltage! I have never seen this, unless, yes unless the regulator was refusing to work properly, either due to an error of the following circuit or an error with the regulator itself.

I habe seen very low output voltages only, if at all, if either extreme output currents were flowing or the specifications were violated. But with currents being in the allowed range and other properly taking measures, outputting very low output voltage IS strange.

So rising this question here made sense.
