if you want to not spend time moderating the forum, you might try automating the moderation via karma points. assign weighting factors according to the voters/posters' own karma ratings, length of subscription, and number of posts. have the software flag threads for consideration of closing if they get large off-topic scores (or if they reference the PIC :).
