Actually, I think the Keil ARM toolchain is cheaper now than it used to be when you had to buy it from ARM!

We are in a way paying for the tool via the the chips we buy.

I think that's exactly what they want to avoid!

The people that ARM - like any of the semiconductor manufacturers - are really interested in is the people buying chips by the million. These people do not want the silicon price to be in any way supporting the tool price! For these people, it only makes sense to pay for the tools and have no loading on the silicon price.

I suspect it only the price of top class tools of ARM that is keeping non ARM chip makers alive.

I think the price of the basic Keil ARM toolchain is comparable to the PK51 toolchain for 8051 - so I don't think that argument really works?
