Yes, I've been disappointed with various (not ARM) boards that "claim" to have ps2 ports and VGA output yet don't support them in any useful way. Mostly these have been various FPGA evk's which allow you to whittle your own VGA output scheme, though they seldom provide enough resources to make that useable for anything except a pattern generator or the like. I've seen a number of ARM boards over time that provide one or another sort of video output, and some of those will allow the use of a VGA adapter to attach a "standard" monitor. What display resolution these provide is still a mystery. Oddly enough, I don't recall that any of them supported PS/2 keyboards. USB ... yes, but not PS/2, not that it's a deal-breaker.
