But if that good club rider - about what I was earier :) - can do 480 W for 10 minutes, then it do seems like 400W max scale is a bit on the low side.

Some gear shifters do already contain electronics to pick up the current gear for use with a bike computer. Shimano have for a number of years had current gear shown on their own bike computers. For a power meter, you obviously have to know the number of cogs too.
