There are plenty of external watchdog chips around, and I've used some that are integrated with a supply monitor reset (TI TPS something or other) and come in a SOT23-5 package. For some certified applications it's hard to convince the auditors that an internal WDT can't be turned off! The killer bug that you seem to have uncovered is that you need to power cycle your chip rather than just giving it a reset.
