I suspect that fusing or current limiting is on the main mother board. These front panel adapters are generally just cable swizzlers and connector mount points. If there is legitimate fusing on the motherboard then it would lead one to conclude that the front panel board is designed in a very wimpy way.

Maybe this front panel board actually had fuses on these USB ports in the form of a very narrow region of copper trace just under where the burn points are located.
