Someone already pointed out the ambiguity of configuration bits. In point of fact, the very name "firmware" evolved because of ambiguity between hardware and software. And as someone else pointed out, often you can't know which category applies until you make decisions. As an example I would ask you whether debouncing mechanical pushbuttons is a hardware or software issue?
