if that is what you need, use a whetstone bridge with .001% resistors in 3 legs and the DUT in the fourth. Even a 24 bit resolution A/D will only give you (in the VERY best case) 16 bits of precision, just look at the price ($10k+) of a scale with the precision you want, a similar scale with the same resolution can be had for less than $500.
