That would incentivize reducing emissions and also reducing GVW, which impacts damage/wear to the roadway as the cube. Yes, that's the factorial of the square of the product of exhaust mass and GVW cubed. And I'm happy that won't happen. Not because I have a big enough vehicle that I would be on the "abused" side of that equation, but because I don't want some idiotic politician making arbitrary decisions for me (or others) based on what he decides is best for me and others.
