The Spartan-II series claims to have on-board tristate bus features. This is confusing to some and quite misleading. I think Suresh R was taken in by the marketing hype about tristate routing in these FPGA's and therefore attempted to use them in the same way as that in which one would use an external tristate buffer. Though it's possible to create a tristate data bus, for example, in Spartan-II it's not as simple as all that, AND ... there's a timing penalty.
