Since most PCs have a USB port, why not use a USB->serial module and tack the AND gate onto that. You also get the power from the USB cable. Job Done. Something like the items from FTDI

Or you can hack an 'off the shelf' USB->RS232 converter and remove the MAX213 style chip from it - requires fiddly wiring though.
