Yes, that's why I recommended the multilayer board, not the 4 layer one, in an earlier reply.

To be honest, mulitlayer boards are not free from resonances either, but you still get better results, than when not using the multilayer board.

Exactly, put them nearest to the pins!! Remember, if the copper trace from pin to cap is longer than the cap's package is in size, then you waste nearly all the benefits of using a SMD cap!
