If there were extremely severe penalties for failure to adhere to each and every required procedure, and no possibility of goinging unpunished if one were found to violate those precedures, it's unlikely the quality of U.S.-made goods would be so low as it presently is.

Only a fool considers buying U.S. made devices that don't cost more to ship than to manufacture. If you have a 15-year-old U.S.-made refrigerator, and buy a new one today, it's likely the old one will outlive the new one. Why? It's because the spec. says 2.000 inches, but the boss says 2.5" is "close enough."
