Try the manufacturer first,
the manufacturer is being tried, as a matter of fact the post is a slightly edited copy of an e-mail to the manufacturer

but it begs the question about the contractor's inspection systems.
This is the usual clusterf... that boards get ordered and made before the "testbench" is made. I shipped the testbench today.
