Is it cutting legs? I doubt. But I believe the legs were not cut@paste sorry cut@glued when the parts were new. Draw your conclusions.

It does not cut anything and my "supertech" actually reuses chips removed by it. The removed chip is impossible to distinguish froma new chip. I have been told that the adjustment of the thingy is critical.

I looked at a new chip under the microscope and the legs are, indeed "glued" to the leadframe.
