THe assembly house "remembered" that, eh ... sounds like the guy you interface with is a liar, or on drugs ...

Only a complete idiot would apply these parts upside down, and one would still have to be pretty dumb to miss the index mark on the IC. I'd not trust this house unless you can watch them closely for a time and their pricing had better make it worthwhile!
