Exactly.

A ready-made Master implementation may also impose some restrictions; eg, maximum number of bits in a single transfer, and/or requiring the number of bits to be a multiple of 8 or whatever.

But these are entirely down to the specific devices on each end of the SPI link - nothing to do with SPI itself.
