I could understand an 8x8 electromechanical display - often used on busses or similar - that can flip a marker between showing the colored or the uncolored side. They are great for signs that doesn't have to change contents too often since they consume zero power in their steady state.

But 8x8 relays sounds meaningless since a matrix can't drive all 64 concurrently - you either drive one row at a time or one column at a time. And what use would the relays be then?
