Inverting means
Input is High the Output will be Low
Input is Low the Output will be High.

Non-Inverting means
Input is High the Output will be High
Input is Low the Output will be Low.

Note:
Open Collector Output Will Not go High (ULN2803)
Open Emitter Output will not go low(UDN2982)
