You are making this discussion entirely too complicated. EVERY SPI master device I have ever used could be deployed to drive the likes of '595 and '164 type shift registers.

It is always the target device that you are talking to that may demand some type of protocol and/or command structure in order to get working. What is really really sad is the total lack of uniformity of how vendors make there SPI target devices work. Gosh even Analog Devices makes parts that are in the same product category that work with different framing, formatting and clock phasing between members.
