If this is a one-off hobby project, then make do with whatever processor you can lay your hands on.

If this is a commercial project, you should ignore the socket and find a processor you like. Then get an adapter that converts a PLCC or SMD socket into a 40-pin DIL (or maybe 44-pin DIL) and hand-solder your prototype. For factory production, it's best to have a surface-mount component since it is cheaper.
