you really need to start with a more "usual" LED rather than one with such a high current!
somewhere the OP states LED matrix (rarely that high current) and also somewhere else he "saw" a 15 ohm resistor. Thus I think the OP actyually is driving a LED steady with the "multiplex current" It seems to me thet the OP just tries whatever he sees in whichever website insteaed of trying to understand what he is doing.
