the port pin can not go higher than 5V (plus somemillivolts) because of parasitic diodes (if it could the pin would blow) thus the PNP will always be on. Were the LED supply 5V instead of 12V it would work.

I still think the 15 Ohm is wrong, what is the OP trying to burn a hole in?
