please, explain why so many PC work normally with these "marginal" circuits
because most 'household' PCs are built at minimum expense. The reason for the minimums in the RS232 standard is noise immunity which is easy to ignore if you are going on the cheap rather than for quality. I doubt you would ever see this on a server blade.
