These percentages are based on measuring the charge going into the battery, and the charge coming out of the battery, and assuming that the difference is the remaining charge in the battery.
Sometimes known as "coulomb counting".

With a healthy battery, this is reasonably accurate.
With a dead battery that's no longer holding its charge properly, it no longer works.
