he would not need to build/buy/borrow a programmer that would be thrown away the next day anyhow since the value of programmers for steam driven processors is juat about to go negative.

The OP ask for a PCB, and you? guess he wants it for programming, WHY ON EARTH make a programmer for a chip he can't even buy any more. The 'programmer' will cost him more to make than a modern chip
