The early datasheets for i8748 and i8749 MCU's included a programming specification. It's not terribly difficult to implement, if that's your goal.

You could probably do that with a PC that has a parallel port, if you need to do it.

Most standalone, and also low-cost "briefcase" programmers can do that, too.

Every other year or so I get a request to do something that involves an 8748/49, so I still have that stuff.

No, I haven't seen the Elector article to which you refer. However, if you have a schematic, I doubt it would be difficult to construct.

It all depends on what your goal is.
