It is much easier just to have a rule that says, "No GOTOs" - because that is trivial to enforce!

It's the same with speed limits on the roads: we want to stop people driving dangerously, but it's very hard to define objectively whether a particular action is "dangerous" or not; so we just plump for something that's easy to check - speed.
