Hi Andy,

I'm ignoring the cost-benefit analysis of buying the equipment needed to do their own testing. I'm looking at it as a binary problem instead. It seems to me that if it's not legal for them to set up this equipment, then it's not going to be legal for anyone on-shore. Thus, it would seem to me that outsourcing the testing would pretty much need to be off-shore.

On the other hand, I suppose they could lease a small second location, one with a large skylight and a low roof, and do their own testing off-site.
