The problem with the above, is that it does not let the factory verify the function of a built-in GPS module in a device.

In this specific case, the OP just have to settle for a solution where the device can see valid radio signals. And the alternatives are basically an external antenna, a GPS repeater or a shielded room with a radio-based GPS simulator.
