If that isn't allowed either, then that obviously means that the remaining alternatives are to use an outdoor (or close-to-window) antenna if the device supports external antennas, or go for the shielded-room alternative with a simulator.

The big difference here is that a GPS repeater is normally quite cheap compared to a GPS simulator. If the regulations requires it, then the cost of a shielded room is the same for both a simulator or a repeater.
