Thanks for all the suggestions.

The GPS modules do not have a provision for an external antenna, so a roof mounted antenna isn't an option. As we need to test the full unit functionality, the GPS simulator, although interesting, is not an option. The site is so crowded, there isn't anywhere to put a shed, and I don't think the building owners would let us hack a plastic section into the roof.

A repeater radiating into a shielded room would probably be indetectable, but I don't know whether it's a legal exemption. We may have to put our heads over the parapet and ask.
