While it is true that this will not completely avoid collisions, the accepted use of collision avoidance doesn't seem to imply that collisions never occur. The CSMA/CA used in IEEE 802.11 and IEEE 802.15 doesn't guarantee collisions won't occur, but goes to good lengths to decrease the number of collisions.
